What are CDBGs?

  •  In short, Community Development Block Grant is a nearly 1 million dollar grant the City of Mesquite receives each year. Those funds are allocated through the “Addressing Mesquite” program. Edgemont Park is one of the eligible communities that can recieve grant monies; because Edgemont Park is  a low-income neighborhood. So, if you meet the income requirements, you can recieve free money to help get your house up to code! YEA! HURRAY!

In Mesquite, funds are typically used for rehabilitation for low-income neighborhood housing to bring homeowners up to city code. CDBG also can be used to help the elderly population make improvements to meet disablity needs.

For example: My Grandma got a tree cut down that was up against the house, and a walk-in shower.

 Eligibility requirements for Edgemont Park residents:

The City of Mesquite offers two housing rehabilitation programs to eligible Mesquite homeowners to eliminate sub-standard conditions.

These programs are not for “home improvement” type repairs, these are direct loans/grants, funded by the

US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT  & administered by the City of Mesquite Housing Office.        

Forgivable Loans: This program is aimed at homeowners wishing to make repairs to their home that would bring them up to minimum housing codes and HUD’s housing quality standards.

  • Repairs could include: roofs, electrical, plumbing, sewer systems, heating, air conditioning, weatherization and modifications to make homes readily accessible to and usable by persons with disabilities. (((((((((UP TO A MAXIMUM OF 25,000))))))))))))
  •  (EXCEPTION:HOMES CONTAINING LEAD PAINT MAY EXCEED AMOUNT)         

    (A FIVE YEAR LIEN IS REQUIRED AND IS “FORGIVEN” AS LONG AS THE HOMEOWNERS OR THEIR HEIRS OWN AND RESIDE IN THE PROPERTY FOR 5 YEARS)

The family’s annual gross income must not exceed Hud’s very low income limits based on the number of family members as follows:  

  • 1 persons: 23.300
  • 2 persons: 26,600
  • 3 persons: 29,950
  • 4 persons: 33,250
  • 5 persons: 35,900
  • 6 persons: 38,550
  • 7 persons: 41,250

Emergency Grant: The emergency grant is for repair or replacement of items considered necessary for the HEALTH AND SAFETY of the owner and occupant and requires immediate attention. Grant MAXIMUM is $5,000. The applicant for an emergency grant must be elderly 62 plus years or disabled. The income and asset limits for this grant are the same as the forgivable loans. (Lien is not required) Eligibility or Criteria for loan/grants: eligibility is based on your family size, income, assets, (1-15,000, 2-20,000, 3 or more 25,000), home ownership and other program established criteria. You must have owned and occupied your home for at least one year prior to applying for assistance. The home must be a minimum of 20 years old. Property taxes must be paid or being paid, as agreed, with the tax collector.
